This is also true for infrastructure and superstructure development in northern Germany\u2019s ports. However, many industry representatives feel he left the question of just what financial resources and reforms the government would use to support the ports unanswered. Dr Pierre Dominique Pr\u00fcmm, Chair of the German Transport Forum Executive Committee (DVF) and member of the Executive Board at Fraport, shares this view. \u201cChancellor Merz mentioned 400\u00a0million euros from the Climate and Transformation Fund and 1.35\u00a0billion euros from the defence budget for infrastructure in Bremerhaven,\u201d he explains. \u201cHowever, this covers only a small fraction of what would be needed to develop seaports as energy hubs, making them resilient and fully fit for military purposes.\u201d One of the DVF\u2019s demands is therefore to increase what is known as the \u201cport burden compensation scheme\u201d\u00a0\u2013 currently 38.3\u00a0million euros a year for all German seaports\u00a0\u2013 to at least 500\u00a0million euros a year. \u201cThese funds are for ongoing maintenance,\u201d Pr\u00fcmm adds. \u201cRegardless, we need a further 15\u00a0billion euros to clear the maintenance backlog in the seaports.\u201d<\/p>\n<p>It is also clear to Pr\u00fcmm that the pending investments in port infrastructure can only be successful if they collaborate with the private port sector. \u201cTerminals and equipment must be geared towards low emissions, digital security and dual-use applications,\u201d he continues. \u201cStructural reforms are imperative. This is of national responsibility, meaning the government shares this obligation.\u201d Their task is to secure a new, sustainable basis for financing port infrastructure that applies to both inland ports and seaports.<\/p>\n<p>\u201cThe Infrastructure Future Act that\u2019s currently being planned is a positive step,\u201d says Pr\u00fcmm with regard to the legal framework. \u201cBut there\u2019s still room for improvement here too. To emphasise the importance of major infrastructure projects during the approval process, the German government is enshrining the overriding public interest of such projects in law. Ports must also fall into this category in future.\u201d Moreover, it is essential that the import sales tax reform\u00a0\u2013 otherwise known as the billing model\u00a0\u2013 which he believes is long overdue, be tackled at national level. Pr\u00fcmm also sees a comparable need for action at EU level. Here, state aid rules for ports must be adapted to the new investment requirements, and revenue from emissions trading in maritime transport must be invested back into the climate protection sector. \u201cThe EU Ports Strategy addresses the security situation and the protection of ports in detail,\u201d Pr\u00fcmm concludes. \u201cHere, responsibilities and funding for security measures must be clarified urgently. Waterways are chronically underfunded. If we don\u2019t speed up the tendering, planning and construction processes, it\u2019ll take decades before an efficient, reliable and modern infrastructure is in place. The transport budget must therefore be increased and, through structural reforms, lead to faster and more reliable construction projects.\u201d<\/p>\n<h2>Charting a course for the future<\/h2>\n<p>Apart from the fact that, alongside Pr\u00fcmm, numerous experts in the ports also criticise Germany\u2019s protracted approval and planning procedures, Bremen and Lower Saxony have long since begun adapting their local ports\u2019 infrastructures and superstructures to meet the new challenges. After all, those in charge are aware that new companies will only come to places where they find the best locations, and that long-established industries will only continue to invest if they are offered the necessary framework conditions for smooth import and export activities. Consequently, numerous projects have been launched (see diagram on page 6), some of which are briefly outlined below.<\/p>\n<p>In October 2025, the launch of a tender process in Bremerhaven kicked off the renovation of container quays CT\u00a01 to CT\u00a03a. In several stages, the quay structure, spanning three kilometres, is to be redeveloped and equipped with modern cargo-processing equipment. The future development of ship sizes is to be taken into account, so that by the mid-to-late 2030s, even the most modern container ships with capacities of over 26,000\u00a0TEU can be handled there. \u201cThe reconstruction of the quay will secure Bremerhaven\u2019s long-term competitiveness as a container port,\u201d explains Christian Pabst, Head of Construction at bremenports. \u201cDue to salt damage, the underwater concrete has deteriorated so severely in many places that something had to be done. The new structure will be 280\u00a0metres long and feature the historic lighthouse as its landmark.[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.8&#8243; custom_margin=&#8221;||50px||false|false&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;]The West Quay in Bremerhaven\u2019s Kaiserhafen\u00a0III is also being redeveloped \u2013 this is where Lloyd\u00a0Werft\u2019s Floating Dock\u00a0III is to be moored in future. Consequently, almost 60\u00a0million euros is to be invested, creating space in the harbour basin for large converter platforms for offshore wind farms. By straightening the quay, which will then no longer jut so far out into the harbour basin, bremenports also intends to create more space for large ships to manoeuvre, thereby better addressing safety considerations. \u201cBremen is already doing a great deal to improve port-related infrastructure,\u201d explains Pabst. \u201cHowever, this is an ongoing process in which there\u2019s still a lot to be done.\u201d<\/p>\n<p>Evidence of this is the Speckenb\u00fcttel port railway station expansion and modernisation, of which the ground-breaking ceremony recently took place in Bremerhaven. Around 56\u00a0million euros are being invested there in additional track capacity, modern signalling and safety technology, and digitalisation. Further, the so-called \u201c20er-Gruppe\u201d will see the creation of a new marshalling yard with seven additional tracks, each around 740\u00a0metres long. These are destined for handling container, automotive and military shipments. The new tracks are to be fully electrified and fitted with modern brake testing systems, points heating and state-of-the-art lighting. Meanwhile, the existing infrastructure is being comprehensively digitalised by integrating the signalling and safety systems into a digital signal box. \u201cIn Bremerhaven, rail accounts for over 50\u00a0per cent of hinterland transport, which is unique in Europe,\u201d explains Henry Behrends, Head of Port Operations at bremenports, and adds: \u201cIn Speckenb\u00fcttel, we\u2019re not only creating more space, we\u2019re also sustainably strengthening rail freight transport to connect port and hinterland even more efficiently.\u201d<\/p>\n<h2>The backbone of Germany\u2019s energy transition<\/h2>\n<p>Excavators and heavy machinery are in use at many sites throughout Lower Saxony too. One key infrastructure project is the expansion of the Cuxhaven offshore port, destined to be Germany\u2019s central energy hub. As part of this work, which has a price tag of roughly 300\u00a0million euros, three new heavy-lift berths (berths\u00a05 to\u00a07) will be expanded by late\u00a02028, thereby closing the gap between the Europakai and the offshore terminals. \u201cSince the early 2000s, Cuxhaven as a port location has developed extremely well, not least by recognising the specific needs of the wind energy sector at an early stage and developing suitable logistics services,\u201d comments Inke Onnen-L\u00fcbben, Managing Director of Seaports of Niedersachsen. \u201cOngoing infrastructure and superstructure investment, plus the establishment of businesses such as Siemens Gamesa and other service providers, means Cuxhaven is now seen as Germany\u2019s offshore industry hub.\u201d With the further expansion of the local offshore port and around 38\u00a0hectares of additional transshipment and storage space by NPorts, she believes the location is making a significant contribution to the implementation of the energy transition in Germany. \u201cThis project has also resulted in the German government recognising that the energy transition can only succeed if it contributes to the investment and doesn\u2019t let Lower Saxony and the private sector foot the bill alone,\u201d she emphasises.[\/et_pb_text][et_pb_image src=&#8221;https:\/\/www.logistics-pilot.com\/wp-content\/uploads\/2023\/02\/Westkaje-c-bremenports_4C_800.jpg&#8221; alt=&#8221;The photo shows excavators at work renovating the West Quay in Bremerhaven. The project, for which an investment of around 70\u00a0million euros has been earmarked as part of the Ems 2050 Master Plan, will close the existing gap between Emskai and Emspier and will, in future, enable the handling of vessels up to 265\u00a0metres in length, 36.5\u00a0metres in width and with a draught of 10.7\u00a0metres. A new approx. 23\u2011hectare terminal area is also being built there. \u201cThis will allow processes to be optimised effectively, particularly when handling vehicles, pulp, general cargo and military goods,\u201d explains Onnen-L\u00fcbben, referring to the Ems fairway adjustment project, which has been at the planning stage for 25\u00a0years. From the perspective of Emden\u2019s port industry, this is essential to compensate for the impact of tidal control on the site\u2019s accessibility from the sea.<\/p>\n<p>Finally, over the past two-and-a-half years, the \u201cValue Port Papenburg\u201d project has seen the expansion of the North Port into a modern industrial and logistics hub \u2013 by the city of Papenburg \u2013 with funding from the state of Lower Saxony and the district of Emsland. These measures contributed to the expansion of the port by around 9,500\u00a0m\u00b2 and dredging to a water depth of six metres. Further, a new, approximately 800-metre-long sheet pile wall was also erected.\u00a0\u201cThis project was initiated due to the high demand for commercial and industrial space, as well as the need for local businesses to expand,\u201d Onnen-L\u00fcbben explains, adding that the successful implementation of the project on site has now created significant infrastructural conditions for growth, innovation and new settlements, while simultaneously driving the development of the location forward in terms of the circular economy and recycling. The project is not yet complete, however. \u201cMore industrial and port areas are also planned in the Bokeler Bogen area,\u201d Onnen-L\u00fcbben continues, \u201ccreating several hectares of industrial land for new businesses and making Papenburg more attractive as a business location.\u201d[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;1_3&#8243; In his view, these are crucial for the global security of supply, which is why the \u201cterminals of the future\u201d must not be considered per se. \u201cA port is only as strong as the system it\u2019s embedded in,\u201d he states. \u201cTerminal design, hinterland connections, energy supply and nautical infrastructure must be thought of together.\u201d For him, one thing is clear. \u201cResilience can\u2019t be built in a silo, but through collaboration.
